Data and Analysis chapters serve as the technical foundation for every local government's Comprehensive Plan in Florida. Mandated under the Community Planning Act (Florida Statutes Chapter 163, Part II), these sections provide the baseline data, population projections, and infrastructure assessments needed to craft enforceable Goals, Objectives, and Policies (GOPs). The Data and Analysis chapters function as the unadopted "support documents" that provide the empirical basis for updating the GOPs.
